The Black, Red and Amber rainstorm warning signals were issued Tuesday morning, with the heavy rain causing flooding in many areas of Hong Kong. There was heavy flooding in a carpark in Wan Tsui Estate, a housing estate in eastern Hong Kong Island.

It has long been a flooding blackspot. At the Chai Wan Road roundabout, flooding reached calf height, forcing passing vehicles to wade through the water.  Tai Tam Road in Southern District of Hong Kong Island was flooded due to heavy rain.
