California declares emergency over virus outbreak

Governor Gavin Newsom has declared a state of emergency after new cases of the H5N1 avian influenza virus were detected in dairy cows in southern California, while insisting that the risk to the general public remains low. The virus has been spreading through US dairy cattle herds since March, affecting at least 16 states. While the Centers for Disease Control and Prevention (CDC) reports no confirmed human-to-human transmission so far, at least 61 human cases have been detected across the country, including 34 in California.“ This proclamation is a targeted action to ensure that government agencies have the resources and flexibility they need to respond quickly to this outbreak,” Newsom said in a statement on Wednesday. “While the risk to the public remains low, we will continue to take all necessary steps to prevent the spread of this virus. ”The H5N1 virus is considered particularly dangerous with regard to human infections. The World Health Organization (WHO) has recorded more than 860 confirmed cases since 2003, with about 53 percent resulting in death. No deaths have been reported in the US as part of the current outbreak, which began in 2022 on poultry farms and led to the culling of more than 100 million birds in an attempt to control the spread of the disease. California is the first state to declare an emergency, though Colorado issued a targeted ‘disaster’ alert in July. Newsom’s declaration follows the detection of new infections on dairy farms in southern California.  The state has already implemented measures to combat bird flu by working with dairy and poultry farms to minimize employee exposure, as most cases are linked to dairy and poultry workers. The CDC confirmed the first case of severe illness in a person due to bird flu from a Louisiana case on Wednesday. The patient was reportedly in close contact with sick and dead birds from a backyard flock. The Food and Drug Admini-stration (FDA) has assured consumers that grocery-shelf beef and dairy products are safe to consume but advised against drinking raw milk. This photo taken on 16 December 2024 shows the German Bundestag in Berlin, Germany. German Chancellor Olaf Scholz lost in a vote of confidence in the Bundestag, the lower house of parliament, on Monday. PHOTO: XINHUA

ERMAN Chancellor Olaf Scholz lost in a vote of confidence in the Bundestag, the lower house of parliament, on Monday. The move would dissolve Scholz’s minority coalition government and trigger a process that would lead to early federal elections.
The confidence vote saw 207 parliament members expressing confidence in Scholz, with 394 voting against him and 116 abstaining.
Such a vote has not taken place in Germany for almost two decades. Scholz had requested the confidence vote last week, invoking Article 68 of the Basic Law, as the currently only viable way to trigger early elections. Major opposition parties have long been calling for this.
Although theoretically, Scholz could have continued in office without a majority, it would have been politically untenable as the Bundestag
would have been unable to pass legislation. Concerns had arisen that Scholz could unexpectedly win the vote. This scenario could have materialized if members of Scholz’s SPD and the Greens voted in favour, while the AfD voted to support him to create chaos. To prevent this possibility of unintended support from the AfD’s 76 members potentially pushing Scholz over the required 367 votes, the Green party leadership advised its members to abstain. — Xinhua

State Administration Council Chairman Prime Minister Senior General Min Aung Hlaing addresses the Union government meeting in Nay Pyi Taw

Non-profitable industries may be halted after reviews
The industries which cannot bring profit for the State may be halted through reviews and State-owned industries must be cost-effective.

SENIOR General Min Aung Hlaing pointed out that only when productivity rises and supply and demand are in balance will authorities be able to manage commodity prices. Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing yesterday afternoon said so at the Union government meeting at the meeting hall of the Office of the SAC Chairman in Nay Pyi Taw.
Speaking on the occasion, the Senior General underscored that producers and business owners are urged to sell these basic commodities at reasonable and fair profit margins. He said that the industries which cannot bring profit for the State may be halted through reviews and State-owned industries must be cost-effective.
He emphasized that only when productivity rises and supply and demand are in balance will authorities be able to manage commodity prices. The Senior General added that by selling larger quantities with smaller profit margins, they can help alleviate the financial burden on the public and contribute to their welfare measures.
The Senior General underlined that it is also important to maintain a balance between national income and expenditure. To achieve this, production must be increased without fail to enable greater exports. He highlighted that employment opportunities should be created, and incentives should be provided to boost manufacturing industries to further increase production.
With regard to the employment opportunities, the Senior General stressed that deserved jobs, salaries and wages must be created for the people. Regions and states have to create employment opportunities to develop these regions, he added. He highlighted that if new projects are beneficial for the country, the government will allow them but the projects must be implemented on schedule.
But, these projects must be completed during the tenure of the government. He went on to say that everybody must participate in
initiatives to ensure food security. If all regions and states have food security, there is no reason to raise commodity prices.
The Senior General stressed the operation of bamboo and bamboo-based industries, rubber industries and expanded sown acreage of onion to export surplus to foreign markets. In the education sector, the Senior General disclosed that teachers must be qualified in teaching skills as they are early teachers of students from primary and middle schools. State Administration Council Chairman Prime Minister Senior General Min Aung Hlaing addresses the State Administration Council meeting in Nay Pyi Taw

Senior General Min Aung Hlaing recounted that Chinese Premier Mr Li Qiang actively supports for the implementation of the Five-Point Roadmap of the State Administration Council as well as encourages more efforts of Myanmar to initiate political stability of the country and political reform process.

Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing said so at the meeting of the SAC at the SAC Chairman Office in Nay Pyi Taw yesterday morning.

During the visit to China to attend the GMS Summit and other summits in Kunming, the Senior General recounted that he held talks with Premier Mr Li Qiang of the People’s Republic of China, held talks with Politburo member of the Communist Party of China Secretary of Chongqing Municipal Party Committee Mr Yuan Jiajun and Central Committee member of CPC Secretary of Yunnan  Provincial Party Committee Mr Wang Ning and Prime Ministers from the GMS countries, respectively.

At the meetings, he explained the progress of Myanmar, the undertakings of the country, bilateral cooperation with the relevant countries, and the support of friendly countries to Myanmar in the international landscape.

It was noted that Premier Mr Li Qiang of the People’s Republic of China held a specific meeting with the Myanmar Prime Minister among other prime ministers bound for the GMS summit. At the meeting, the Senior General explained the progress of Myanmar widely. At the meeting, important discussions of the Chinese Premier were: China always supports the endeavours of the Myanmar government in internal peace processes. China actively supports the implementation of the Five-Point Roadmap of the State Administration Council as well as encourages more efforts of Myanmar to initiate political stability of the country and political reform process. China reaffirmed the sovereignty of Myanmar and its territorial integrity. China encourages the Myanmar government to manage China-Myanmar border trade posts. China wishes harmonized development of Myanmar through cooperation. These talks are the clear standing of China for Myanmar’s sovereignty and the endeavours of the Myanmar government.

At the meeting, the Chinese Premier pledged to provide necessary aid for the election and enumeration of population and household census process.

The Senior General recounted that he held meetings with Politburo member of the Communist Party of China Secretary of Chongqing Municipal Party Committee Mr Yuan Jiajun and Central Committee member of CPC Secretary of Yunnan Provincial Party Committee Mr Wang Ning. They also pledged to cooperate with Myanmar for development, peace and stability fully. These meetings brought positive results. It can be seen that their talks specifically emphasized Myanmar affairs.

At the separate meetings with Prime Ministers from four Southeast Asian countries attending the GMS summit, the Senior General continued to explain serving the State responsibilities by the State Administration Council under the Constitution (2008) due to voting frauds in the 2020 multiparty democratic general election, preparations to hold a free and fair multiparty democratic general election and plans to invite international observation teams to analyze the election as a transparent election. Those Prime Ministers held discussions supporting the Myanmar. The trip to China was successful as the Senior General could discuss the promotion of China-Myanmar economic cooperation and sending more scholarship students to China to ensure the development of human resources.

The Senior General pledged that State responsibilities will be handed over under the democratic standards to the winning party in the free and fair multiparty democratic general election in accordance with the 2008 Constitution.

He emphasized that the government is striving for security measures. All measures are being taken in accord with the NCA as much as possible. The government, EAOs and political parties have agreed to continue their discussions at the Hluttaw.

He noted that political parties are allowed to register under the law. Larger number of representatives of national races need to join the political platform in order to demand needs of regions and their national races under the law.

The Senior General stressed that a PR system is being initiated for state and regional, and Amyotha Hluttaws for wider participation of national races and all strata of people in the Hluttaw.

He underscored that those who committed voting fraud not only in relevant constituencies but in the whole region in the 2020 election. Bago Region saw the worst voting fraud in the election. As those unscrupulous persons committed voting fraud in the entire region or state, the voting fraud in the election worsened unprecedently.

He pointed out that those who were responsible for the voting fraud were CEC members from the NLD party. They represented the party. As they committed voting fraud in groups, it is necessary to prevent the occurrence of such incidents.

The Senior General explained that those who create conflicts are the people from the relevant region and the country. In the same way, they also initiate the development, peace and stability of their own region. Hence, council members have to join hands with residents in lessening terror acts of armed groups from relevant regions to ensure peace and stability for the region and its residents.

With regard to disasters, the Senior General highlighted that destructive acts of humans caused tremandous loss and damage to roads, bridges, schools and buildings. Terrorists without rationality naughtly destroy buildings, roads and bridges essential for the development of the State. As these losses and damage are being repaired and reconstructed, development undertakings of the State cannot be carried out.

The Senior General elaborated on committing terror acts based on external instigations, lesser knowledge and techniques, and lack of critical thinking. It can be seen that terror acts and evil acts occur in the region where people have the least knowledge. Hence, the government is encouraging the education sector in order to shape a developed, peaceful and stable nation in the future. Only when individuals have a school education will they have critical thinking.

The Senior General noted that it is necessary to strive to meet the target cultivation, enhancing double crop cultivation and expanding sown acreage in order to develop the agriculture sector.

He stressed the need to encourage the operation of textile, electronic products, steel and iron industries to meet the domestic demands.

Council members reported on the desire of IDPs from Loikaw to resettle in peaceful and stable Loikaw, clarification on the implementation of the Roadmap of the State to residents on trips of council members, needs to seek the solution for EAOs to renounce armed terrorism in order to reach the peace track and rehabilitation of the people in the disaster-hit regions.

The meeting was also attended by SAC Vice-Chairman Deputy Prime Minister Vice-Senior General Soe Win, Secretary General Aung Lin Dwe, Joint Secretary General Ye Win Oo and council members and officials. — MNA/TTA

General MAH

THE 15-day enumeration of nationwide population and household census commenced yesterday, and it will end on 15 October.

The enumerators led by Union Minister for Immigration and Population U Myint Kyaing collected census data of State Administration Council Chairman Prime Minister Senior-General Min Aung Hlaing at the Tatmadaw Guesthouse in the office of Commander-in-Chief (Army) at noon yesterday.

The Senior General altogether provided the needed data.

Similarly, the enumerators conduct census collection on the families of SAC

Vice-Chairman Deputy Prime Minister Vice-Senior General Soe Win, Pyithu Hluttaw Speaker U T Khun Myat, SAC Secretary General Aung Lin Dwe, Joint Secretary General Ye Win Oo and SAC Member General Maung Maung Aye at their respective houses.

Every country takes a national census every ten years as it has to set policies and projects to ensure proportionate development in social, economic, and management sectors, depending on the population received from the census.

The data from the census-collecting process is concerned not only with the government and ministries but also with each and every citizen of the country as they are the focal information for political, economic, social, defence and public affairs management sectors. The Ministry of Immigration and Population is leading the enumeration process of the population and household census, and it can be done successfully with public participation.

The 2024 enumeration process of the population and household census is being conducted to collect accurate population and socioeconomic data in time, adopt policies, projects, strategies and tactics for social, economic and management measures by conducting research on population and socioeconomic changes between 2014 and 2024, compile the necessary index in implementing the Myanmar Sustainable Development Plan (MSDP) and develop the national statistic system to contribute the national strategy. Although there were 41 questions in the 2014 census, there were 68 questions in 2024, adding 27 new questions to receive more precise data. Some of the examples of additional data questions are the main reasons for not joining school in the education sector and waste system or sanitation system for household data. These questions are practical facts for the government to consider in order to fulfil the needs of the people in the education, health, and social sectors. The census team will collect data at homes from 7 am to 6 pm, and they will inform the date in advance. The census-taking process is not concerned with whether the people have a household census form 66/6 or from 10, CSC, or whether they are ethnic people or citizens. However, all the data of the people in Myanmar territory will be enumerated within the census reference timeframe except for those who are not included. Moreover, the tax will not be levied, and action will not be taken against the possessions based on the census. There is no need to worry about the family members residing abroad as there is no occasion to take action. —MNA/KTZH

Myeik octopus sales surge despite price drops

Octopus from Myeik is currently the best seller as the price has dropped, according to the information asked in the seafood market.
Octopus prices have been good for more than a month, and since the beginning of December, the price has been decreasing, so it has become the best seller.
“The biggest seller in the seafood industry is octopus. There are two main reasons for high sales — one is that the price decreased a lot from the peak of K50,000 per viss in early December after the Myanmar’s seasonal festivals.
Another point is that Octopus is a type of traditional Myanmar seafood. So, octopus is selling the most. The best seller is octopus from Myeik,” said an official from the Shwe Pazun seafood distribution in Myeik. Octopus, which used to have a good price, is now affordable and abundant in the market, so Mookata (Thai BBQ hot pot) buffet and hot pot restaurants are restoring it in their menus.
“Mookata and hotpot shops are restoring octopus in their menus. At present, octopus is the best seller. Other items such as cuttlefish and squid are going as usual, so they are not among the popular products. Yangon tops among the orders. We also have a branch in Yangon, so we distribute Octopus to all places from Yangon, including Shwe Padauk fish market and Kyimyindine fish market,” he explained. — Thit Taw/ZN

The Food and Drug Admini-stration (FDA) has assured consumers that grocery-shelf beef and dairy products are safe to consume but advised against drinking raw milk. the earth time to rejuvenate, as noted by UNESCO.
The migration process is steeped in tradition. The head of the household determines the date for relocation, and the entire family contributes to the preparations, which include cleaning the area and readying the animals, said UNESCO. — Xinhua

    A :

WHILE retaining its second place in garment exports to the European Union (EU) market, Bangladesh saw the apparel shipments dropped 3.53 percent from January to August to US$12.90 billion due in large part to domestic political turmoil and labour unrest, local media report said Wednesday, citing Eurostat data. High inflationary pressures on the European economy also had an impact, The Daily Star newspaper reported.

Bangladesh’s garment exporters have been mired in crises in past months, with political and economic uncertainty as well as incidents of arson and extortion casting a shadow over normal business operations, according to the report.

The situation was exacerbated by spells of labour unrest in industrial belts of the South Asian country since September, which led to production losses worth $400 million, showed data from the Bangladesh Garment Manufacturers and Exporters Association.

The impact from months of turmoil on business operations included work order cancellations and postponement of factory visits by representatives of international clothing retailers and brands, according to the report. — Xinhua
