799 foreign intruders to Myanmar detained, 61 repatriated, negotiations underway to return remaining 738

The authorities are investigating and identifying those who illegally entered  Myanmar through border routes via neighboring countries including Thailand and committed illegal online gambling, online fraud, and other crimes in the  Myawady-Shwe Kokko and KK Park areas of Kayin State, and has detained 799 foreign nationals from January 30 to February 15.

Of these detained foreign nationals, 61 were systematically transferred to Thailand on January 31, 2025 in accordance with legal procedures.

In addition, 69 foreign nationals were identified and detained on February 11,  2025, 200 foreign nationals on February 14, and 469 foreign nationals on February 15, a total of 738 were detained, and the personal information and records necessary for their repatriation to their respective countries in accordance with legal procedures have been collected.

The 799 foreign nationals who illegally entered Myanmar through border routes  are from China, Indonesia, India, Malaysia, Ethiopia, Pakistan, Kyrgyzstan, Vietnam, Uganda, Thailand and China (Taipei).

The State is reportedly actively cooperating with relevant countries to quickly identify foreign nationals who have committed online fraud, online gambling and other crimes in the Myawady-Shwe Kokko and KK Park areas and extradite them to their respective countries in accordance with legal procedures.

Mr Pon Wan Pin (Chinese national)

Mr Zeng Hai Ming, a Chinese national who works in Shwe Kokko, Myawady, contacted me about a job in Bangkok, Thailand that would pay 8,000 yuan, so I flew from Guangdong Airport, China, to Bangkok Airport, Thailand, on March 26, 2024. When I arrived at the airport, a Thai man came to pick me up in a car and drove me from Thailand to Mae Sot.

It took me eight hours to get to Mae Sot. After crossing the Thaung Yin River, my friend Mr Zeng Hai Ming came to pick me up in a car. On March 27, 2024, I arrived at Ti Can Company, owned by a Chinese man named Shi Sam, in Mae Thao Thalay. I worked at that company for about 3 months.

From there, I was transferred to Zho Ye Company, owned by a Chinese man named Di Jen, in KK Park, where I worked for about 4 months. Then, I arrived in Shwe Kokko in December 2024 and worked at Chiang Ying Company, owned by a Chinese man named Long Liu, searching for customers on the computer every day from 9 pm until 5 pm the next day. I had to do this work, but I did not receive any salary.

I applied for the job after seeing a job advertisement online. I learned that the  job I would be doing was in a beauty salon and that the salary would be 15,000 yuan per month, so I flew from China to Bangkok, Thailand in September 2024 with my husband, Mr Xiao Xihe, through the company’s connection. When I arrived at Bangkok Airport, a Chinese man, Ar Wei, met me and drove me to Mae Sot. During the transfer, I had to go through four checkpoints in Thailand, but there were no questions asked. It took about seven hours by car to reach  the bank of the Thaung Yin River. From there, I took a boat across the Thaung Yin River and when I reached the other side, a Chinese man drove me to Shwe Kokko. I worked in a beauty salon for  about 5 months and earned about 15,000 baht. The shop I worked at was next to the shop where my husband worked.

Mr Yu Yong Bing (Chinese national)

A Chinese man known from online said that there is a job for me in Yunnan. He said he had a job for me in Bangkok and I left Yunnan for Bangkok on September 12, 2024. When I arrived in Bangkok, a Chinese man sent me the car number to pick me up via Viber. I left in that car and arrived in Mae Sot in the evening. I had a job at Hing Tu Company in Shwe Kokko. My job was to find customers online.

Mrs Hou Mei Xin (Chinese national)

I flew from China to Bangkok, Thailand on February 28, 2024 to work in Shwe Kokko. When I arrived in Bangkok, a Chinese man came to meet me. I crossed the Thaung Yin River with 4 other Chinese men from Bangkok and arrived in Shwe Kokko.

I worked at Heng Chuang Company, which is owned by a Chinese man. She was required to chat for unlimited hours every day from 8 pm to find customers. I have not received my salary since I started working.

Mr Yuan Zong Liang (Chinese national)

My friend from Guangdong, Xu Feng, offered me a job at a restaurant in Mae Sot, Thailand, for 7,000 baht a month. With his arrangement, I flew from Guangdong Airport to Bangkok on July 15, 2024. When I arrived in Bangkok in the afternoon, a Thai man he arranged came to pick me up in a car. At around 7 pm, I reached a stream and took a boat to the other side.

When I got to the other side, a man came to pick me up and took me to Ya Htike Company in Shwe Kokko. At that company, I worked online to find  Facebook accounts that were going to be scammed. I worked from 10 pm every day until 2 pm the next day and only earned 4,000 baht a month.

Election to form Pyithu Hluttaw, Amyotha Hluttaw, Regional, and State Hluttaws

Officials and political parties must prepare to hold a multiparty democratic general election successfully. Senior General Min Aung Hlaing highlighted that the general election will be held to form the relevant Hluttaws, providing ethnic groups and representatives of various social strata with the opportunity to participate.
Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing said so at the coordination meeting of the Union government at the SAC Chairman Office in Nay Pyi Taw yesterday morning.
Speaking at the meeting, he noted that it is necessary to take measures to forge security, peace and stability for political parties to conduct canvassing.
He stressed that the government must prepare to successfully hold the election under the law. Election must be conducted to constitute Pyithu Hluttaw, Amyotha Hluttaw and regional and state Hluttaws under the law.
The Senior General unveiled that the Myanmar Electronic Voting Machine (Myanmar EVM) process is being implemented to ensure that voters can cast their votes easily and transparently, guarantee accurate election results, eliminate invalid votes, prevent fraudulent activities, and maintain transparency to prevent electoral fraud.

Salient points from the speech delivered by the Senior General at the Union government meeting

  1. The general election will be held to form the relevant Hluttaws, providing ethnic groups and representatives of various social strata with the opportunity to participate.

  2. It is necessary to take measures to forge security, peace and stability for political parties to conduct canvassing.

  3. Opportunities must be created for the people to increase their incomes as well as raise the GDP of the nation.

  4. The government has one more plan to establish a university in Ayeyawady Region in the coming academic year to emphasize teaching and training of agriculture and livestock breeding to students.

With regard to criminal cases, he underscored that regional and state authorities, along with officials at all levels, must take strict and decisive action to uncover and eliminate online gambling and scams, and other criminal activities within their respective areas.
Moreover, he continued that effective measures will be taken against those involved in drug-related cases and other crimes. If any responsible officials within these territories are found to be involved in these crimes, they will also face strict legal action. Therefore, it is essential for all concerned to adhere to and implement these directives seriously.
The Senior General disclosed that according to the Natural Disaster Management Law, losses of citizens due to violence and armed insurgency are also covered by natural disaster risk criteria. Therefore, the government will provide support to displaced persons, ensuring that they are listed in the register. The registration process must ensure that all displaced persons in the relevant regions are included, and no one is left out of the register. A systematic collection of land-based data must be conducted, and efforts should be made to provide efficient and effective support.
Moreover, the Senior General emphasized that as Myanmar has lesser productivity in the agriculture sector and GDP than ASEAN member states and other countries, it is necessary to encourage agricultural production to raise the GDP of the State.
He added that opportunities must be created for the people to increase their incomes as well as raise the GDP of the nation.
The Senior General said he has severally urged the cabinet to meet the target cultivation in the agriculture sector and raise the per-acre yield of oil crops. If the country is sufficient in cooking oil, it can reduce spending on foreign exchange, adding the ministries, and regional and state governments are required to efficiently spend the allocated budgets within the specified periods.
He underlined that relevant farmers, manufacturers, and regional and state government officials must collaborate in conducting production research and market research to ensure the development and progress of agricultural and MSME enterprises with efforts to seek market shares abroad.
The Senior General urged all to research to increase the quality of agricultural products such as mango, strawberry, damson, coffee and other crops in relevant regions. Meanwhile, efforts must be made to ensure increased production of cotton, bamboo, rubber, pulses and beans, maize, sunflower and sesame to seek foreign market shares.
He instructed authorities of states and regions to set model villages, towns and districts to enhance the production of MSME products by honouring them with model awards for agriculture and livestock products.
He guided that relevant government organizations have to set records on work processes, and strong and weak points which will be historical records in the future.
In the education sector, the Senior General spotted that officials need to manage convenience of students to take forthcoming examinations and efficiently utilize long summer holidays.
After the establishment of Polytechnic Universities in four regions and states including Nay Pyi Taw, he unveiled that the government has one more plan to establish a university in Ayeyawady Region in the coming academic year to emphasize teaching and training of agriculture and livestock breeding to students. Moreover, one more Polytechnic Institute will be built in Nay Pyi Taw Council Area to enable the offspring of service personnel from the area to pursue polytechnics.
The Senior General underscored that it is essential for the uplift of the education sector as well as the sports sector in order to strengthen patriotism.
In the health sector, he called on health staff members to provide healthcare services for the people while contributing to the development of education and social sectors.

The National Defence and Security Council of the Republic of the Union of   Myanmar held meeting No 1/2025 at the Office of the State Administration Council Chairman in Nay Pyi Taw this morning.

Present were Pro Tem President (Duty) Commander-in-Chief of Defence  Services Senior General Min Aung Hlaing, Speaker of the Pyithu Hluttaw U T Khun Myat, Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win, Union Minister for Defence General Maung Maung Aye, Union Minister for Home Affairs Lt-Gen Yar Pyae, Union Minister for Foreign Affairs U Than Swe, Union Minister for Border Affairs Lt-Gen Tun Tun Naung, and specially invited SAC Secretary General Aung Lin Dway and Joint Secretary General Ye Win Oo.

The Pro Tem President (Duty) and Commander-in-Chief of Defence Services explained the accomplishments of SAC during the six-month period and the need to continue its duties.

Situation of national defence and security  

The Senior General said according to the then national situation, SAC adopted the effective five-point roadmap and  nine objectives. As regard the first point of the roadmap “An emphasis will be placed on ensuring peace and stability of the whole Union to enjoy the full rule of law so that a free and fair multi-party democratic general election will be held successfully”, he said certain EAOs and PDF terrorists were launching violent attacks on towns and villages, killing people and destroying and looting their property to destroy peace and stability.

Some EAOs taking the situation as an opportunity were trying to expand their territory. During the six months, 383 innocent people/civil servants were killed by various kinds of terrorism and 516 units of national development infrastructure including health/education buildings and public homes were destroyed. During the reporting period KIA terrorist insurgents in collusion with PDFs attacked China-Myanmar border area, Bhamo region, Indaw area in Upper Sagaing Region in Kachin State, KNU terrorist insurgents in collusion with PDFs attacked Kataiti region, Maepali region, Anangwin region, Kawkareil region in Kayin State, AA terrorist insurgents in collusion with PDFs attacked the areas adjoining Magway Region and Rakhine State, Bago Region and Rakhine State, and Ayeyawady Region and Rakhine State in Rakhine State, and CNF terrorist insurgents in collusion with PDFs attacked Mindat, Kanpetlet and Falam in Chin State.

All those terrorist acts were triggered by instigations made through public emotion by some former MPs, whose act of vote rigging led to the cancellation  of the election results in the 2020 general election. EAOs taking the political dilemma as an opportunity and under the pretext of ethnic cause and political cause launched armed attacks.

There were provocations and support for some EAOs and their extreme ideologies in the areas they were active. Fabrications and propagandas were also distributed in cooperation with internal and external media that are against the interest of the country. Instigations were made in tandem to broaden the scope of terrorism in the whole country. There were threats, coercion and pressures against people and civil servants who had reasonable power. Hence, terrorism grew in the whole country, killing public lives and destroying public property more.

But the situation benefits no one. In fact, they were losses for the country. Countries and persons who are making instigations and providing support as  they favour democracy should reconsider their acts. For example, the armed attacks of KNPP and PDF members on Loikaw in the previous year had destroyed the university building, leading to the closure of the university. Forty-four university buildings were damaged and it cost Ks-9 billion to repair them. With this amount, many new primary schools can be built and farming and regional development activities can be carried out. It is calculated just on the  cost of a single university. If the amounts of the remaining universities, schools, markets and public property are added, the total among would reach kyats in billions. Stupid acts under the political pretext only cause regional losses. Security forces made a lot of sacrifices to wipe out the terrorists.

Persons who can bring progress and stability to a region or draw it backward  by destroying peace and stability are no other persons than the locals and terrorists. People in the entire country are condemning the lawless terrorist acts of armed terrorist insurgents and the Tatmadaw is joining hands with people who are in favour of regional peace and stability to stop them.

As regards security, the SAC is implementing the public security system for individual persons and security members to jointly work with security awareness. Public security and anti-terrorism teams have already been formed. So, people should provide information to systematically carry out security functions for regional peace and stability.

As the State Administration Council is implementing two political visions: to strengthen the genuine, disciplined multi-party democratic system and to build a Union based on democracy and federalism, it is necessary to hold an election without fail.

Hence, preparations are being made with utmost efforts to hold the election. The general election must be able to show off the genuine aspiration of the people. According to the election laws and regulations, there is no prescribed minimum number of votes required for an election to be valid. Only the people have to protect the multi-party democratic system the people aspire to. The election must be systematic, free and fair fully and it must be prestigious.

It is necessary to manage eligible voters must not be left as much as possible. To be able to do so, as it is essential for restoring peace and stability in relevant regions, Tatmadaw and security forces are accelerating security measures. As such, all people have to participate in peace and tranquillity of the regions and smooth process of democratization in order to walk on the path of democracy they all aspire to.

Increased production of agriculture and Livestock products

Myanmar focuses  on agriculture and livestock farms. Some 70 percent of population is residing in rural areas. Of them, 45.3 percent of the people are engaged in agriculture, fishery and forestry businesses. More than 50 percent of population has completed education to some extent. So, priority was given to systematic undertaking of agriculture and livestock sectors. According to the climatic conditions, geographical conditions and location, Myanmar is able to successfully operate agriculture and livestock farms.

It is necessary to meet the target cultivation for paddy and other crops. With regard to livestock breeding, priority must be done to have successful operation of livestock breeding tasks with the use of feeds and water and domestic raw materials systematically. Especially, arrangements are been made to reduce import of cooking oil in 2026 as it cost over US$-500 million per year. The State Administration Council has formed the Agriculture and Livestock Development Commission, the Industrial Development Commission and the Electric and Energy Development Commission in order to leverage up agriculture and livestock sector, industrial sector and electric and energy sector which are main drives for development of the State.

These commissions have to take responsibilities for development of the primary sectors to improve the country and strive to effectively implement these sectors.
Education Sector

Education is essential for the personal development of each individual, and for a nation, it is only when there is a large number of well-educated people with knowledge and skills that various sectors will be able to develop further. According to the nature of education, it is only after acquiring basic education up to the middle school level that one can continue to learn the skills necessary for personal advancement.

All children of school age should have the opportunity to attend school, as  education is a critical matter. Responsible authorities must ensure that all students receive education up to the highest level, facilitate improvements in  transitions between grade levels, and focus on providing both vocational training and higher education. It is important to prioritize these efforts. Children who are of  school age but not attending school not only suffer in their lives but also hinder the development of their communities and the country. Therefore, for the future of the nation, it is necessary for all children to remain in school and receive an education.

Local administrative organizations, teachers, parents, and town elders must work together to encourage, unite, and support the implementation of this  goal.

It is important to note that over 220,000 applications have already been submitted for the upcoming KG+12 university entrance exams in March. Relevant authorities are ensuring that students are able to take their exams in a calm and systematic manner.

Health Sector

Ensuring public health is essential, as it enables individuals to participate in education, social works, and economic activities. In line with this, the government has adopted the policy of "If there is a hospital, there must be a doctor" and is actively working to upgrade healthcare facilities and ensure the availability of medical professionals in all hospitals.

Natural Disaster Sector In September 2024, heavy rains caused by Typhoon Yagi resulted in widespread flooding across 106 townships in eight states and regions of Myanmar. Reports indicate that the affected areas have not experienced such severe flooding in the past 50 years. He stated that he personally visited the disaster affected areas to inspect the damage and  casualties, ensuring that rehabilitation efforts could be carried out without delay. During his visit, he met with those affected, offered words of encouragement, and provided essential food supplies. He further stated that he met with officials and experts from the relevant ministries to discuss the causes of the natural disaster and the requirements for reconstruction.

He also implemented strict measures to ensure that relief and rehabilitation efforts were carried out efficiently and without delay.

In terms of assistance, a total of Ks-447.1 million was allocated  for the families of more than 440 individuals who lost their lives in the disaster. Additionally, over Ks-21.2 billion was provided for housing damages, while more than Ks-38.9 billion was allocated for other forms of support. Furthermore, efforts are underway to compile a list of individuals displaced by armed conflicts, with arrangements being made to provide necessary assistance. According to the Natural Disaster Management Law, losses incurred by the public due to violence and armed insurgency are also classified as natural disasters. Therefore, the state will provide assistance to those who have been displaced by armed conflicts. In addition to the government's vigorous efforts, donors from across the country, as well as local and international organizations, made significant contributions, which enabled rehabilitation and relief efforts to be carried out swiftly and effectively. He stated that he would like to express appreciation for the public's participation and donations.

He also stated that he would like to express his great pride and joy for the country, as the citizens of Myanmar have supported one another to the best of their ability during this time of natural disasters and challenges, demonstrating a strong spirit of unity and patriotism.

Peace Processes

Since assuming its responsibilities as a state, the SAC has been working towards ending armed conflicts in the country and achieving lasting peace, in alignment with the agreements outlined in the 2008 Constitution and the NCA. He stated that he declared 2022 as the Year of Peace and invited leaders of ethnic armed groups to engage in discussions freely, without any preconditions. Since its formation, the National Unity and Peace Coordination Committee has held 114 peace talks with seven NCA signatories and six non-signatories, met 21 times with political parties, and held 10 meetings with other organizations seeking peace.

Based on the discussions, agreements have been made to address certain  issues in the upcoming parliamentary session, and further discussions will continue to be held to reach additional agreements.

On September 26, 2024, he offered to resolve the political issue through political means, citing the loss of human resources, infrastructure, people's lives, and property. He stated that free and fair elections can only be held once armed conflicts in the region come to an end. He also stated that he will continue to implement the processes aimed at ending armed conflicts and achieving peace. He emphasized that a political solution can only be achieved through  discussions at the round table, and that he consistently welcomes and remains open to peace talks.

Strengthening the multiparty democracy system and building the union based on democratic and federal systems  

The Tatmadaw, in its role as the guardian of the state, has paved the way for the country to move forward along the multiparty democratic path that the people desire, and has worked in partnership with elected governments to strengthen the multi-party democratic system.

As the State Administration Council is implementing the multi-party democratic system as desired by the people, it is inevitable that elections must be held. In the process of conducting elections, laws and regulations related to the  registration of political parties have been issued and amended to allow political parties to participate.

According to the enacted laws, 50 parties applied for re-registration, and 18 new parties sought permission to establish, resulting in a total of 68 registered political parties. Meanwhile, 40 political parties did not apply for re-registration, and under Section 25 of the political party registration law, they automatically became defunct. The Union Election Commission, based on the political parties that applied for reregistration and establishment, has allowed 55 political  parties to register, while two political parties had their registration rights revoked according to the law. As a result, there are currently 53 political parties in existence. The belief is that representatives of ethnic groups need to have a greater role in the political arena to discuss the interests of their respective regions and peoples within the framework of the law, which is why these actions are being carried out.

The Union Election Commission has also held a total of 10 meetings with political parties for discussions. During these meetings, issues related to electoral fraud and illegal practices that occurred in the 2020 multi-party democratic general election, as well as the loss of votes due to the previously used methods in earlier elections, were addressed. To prevent such fraudulent practices, besides the First-Past-The-Post (FPTP) system, a simpler and more suitable Closed List-PR (Proportional Representation) system, which is easier  to implement in Myanmar, was discussed for implementation in the future. Furthermore, discussions took place on the necessary preparations for holding elections, including the strength of political parties, the conditions for opening  party offices, and compliance with the relevant laws and regulations concerning political parties.

Agreements were reached on the actions that need to be carried out, as well as on the rights of both domestic and international election observer groups. It  was emphasized that it is crucial for political parties to implement these agreements in a strong and genuine manner.

In the 2020 elections, members of the NLD party involved in electoral fraud created inflated voter lists and manipulated the results not just in a single constituency but nationwide to illegally secure a victory. It was found that those responsible for the fraud in all districts during the 2020 elections were members of the NLD’s Central Executive Committee (CEC).

Since these CEC members were representatives of the NLD party, it is reasonable to assume that they committed the electoral fraud on behalf of the party.

Preparations for the multiparty democratic general election

I have been managing and organizing efforts from all sectors to ensure the successful conduct of the general election. Even during my overseas trips, I made sure to meet with high ranking officials and relevant authorities from other countries to explain the efforts being made to successfully hold the election.

When meeting with diplomats and officials from international organizations visiting Myanmar, I also clarified the preparations for the election. As a result of these clear explanations, the international community fully supported the election we are organizing.

To ensure that all citizens who have the right to vote are able to cast their votes and receive national identity verification cards, we implemented Pan khin project plans 1, 2, and 3, successfully issuing national identity verification cards to a total of 5,980,664 people. Additionally, we are continuing to work to ensure that the remaining citizens receive their identity cards before the election period.

Furthermore, the Union Election Commission has been working to ensure that voters can cast their votes easily and clearly, that election results are accurate, that invalid votes are avoided, that electoral fraud is prevented, and that there is transparency. To achieve this, we have been conducting demonstrations and practical testing related to the Myanmar Electronic Voting Machine.

Situation of the population and household registration list collection

In general, obtaining accurate voter lists is crucial for the successful conduct of elections. Therefore, from October 1 to 15, 2024, the population and household registration list was collected. Due to security and transportation conditions, the collection period was extended in some areas. The process of collecting the registration list brings significant benefits to the country, as the information gathered can be used to implement important national projects that are in the country’s best interests.

According to the preliminary population list from the 2024 population and household registration, the population of Myanmar on the night of September 30, 2024, was 51,316,756 (over 51.3 million). From the collected list, the population was 32,191,407 (over 32.19 million), while the estimated population in areas where the list could not be collected was 19,125,349 (over19.1 million). The registered list indicates that the male population was 15,105,215 (over 15  million) and the female population was 17,086,192 (over 17 million), accounting for 46.9 percent and 53.1 percent, respectively. The current population data will  be systematically compiled into accurate voter lists according to electoral procedures.

It has been observed that the population of our country has slightly decreased compared to 10 years ago. Population changes can occur due to three main factors: birth rates, death rates, and migration. When comparing the size of our country with the current population registration, it can be inferred that the population is relatively small. In order for the country to develop and progress, it is necessary to have an appropriate population size and a suitable annual population growth rate. Therefore, efforts must be continued to increase the birth rate and reduce the death rate through improvements in education and healthcare. Regarding migration, it is essential to ensure the stability and development of the country’s economic and political conditions. To achieve the ideal population size for our country, policies aligned with national needs and priorities will be continuously developed and implemented.

Holding a Multi-Party Democratic General Election

The Union Election Commission is preparing to hold a multiparty democratic general election in line with the 2008 Constitution and election laws, contingent on the security situation in each region. To ensure the election is free, fair, and transparent, international election observers will be invited, and effortswill be made to  maintain accurate voter lists. To promote broad representation of ethnic groups and the general public in the newly formed parliament, the proportional representation (PR) electoral system will be implemented in polling stations and relevant organizations representing ethnic groups.

Voting in elections is the free expression of the will of each citizen. It is the responsibility of the state government to ensure that all those who have the right to vote can vote, and whether or not to vote is a matter of individual choice. We must work to avoid injustices such as threats, coercion, arbitrary incitement and group influence. Therefore, the State Administration Council is making serious efforts to hold a multi-party democratic general election that is complete and in accordance with the law and public opinion, to ensure that all citizens who will vote are free from injustices and to have a dignified and fair  election. The general election needs to be an election that reflects the views of the majority of the people.

In order to quickly achieve a multi-party democracy, there needs to be peace and stability in the community. Therefore, we must continue to work together with the public to achieve the  success of the current public security system.

We have learned from the events we have experienced in Myanmar and other countries around the world that when a country transitions from one system to another, we must approach and adopt a system that is suitable for our country based on its geographical location, national characteristics, culture, and time. Otherwise, if we follow the internationally set standards or pressure from powerful countries, it can further worsen stability. For example, some countries have imposed systems that are incompatible with their countries and have held general elections in a hurry due to pressure, and have not achieved political stability to this day and are struggling amidst various crises. Only the people living in that country know the internal situation of their country best. Currently, our country has also experienced political change due to the 2020 election fraud, and we are making every effort to successfully implement the steps we need to take to return the country to the path of democracy in  accordance with the people's wishes. Only the people of Myanmar will decide the national affairs of Myanmar. We will continue to focus on the reform  processes we are implementing and the political situation based on the internal situation in our country rather than international and other pressures.

The State Administration Council is making efforts to correct the democratic  path that was disrupted by the 2020 election. In doing so, individuals and organizations that did not try to resolve the problems that arose from politics through political means chose to use armed and terrorist means, which is why the country is experiencing terrorist attacks today. Some ethnic armed groups are also working to gain power in their territories rather than following the path of multi-party democracy. Therefore, the government is making efforts to maintain the stability of the security sector of the country, and has made strenuous efforts to develop the economic and social sectors of the country.

Progress has been made but there are still many challenges to successfully holding the general election that we all aim for. In particular, there is a need  for stability and peace to ensure that the general election can be held in a free and fair manner.

To sustain progress on the aforementioned tasks without losing momentum, an extension of the term of duty by six months is requested in accordance with the Constitution.

Then, members of the National Defence and Security Council discussed the report of the Senior General and Speaker of the Pyithu Hluttaw said it was learnt that the Union Election Commission has been placing emphasis on making all-round preparations to hold a free and fair multi-party democracy general election successfully and cooperating with relevant ministries to ensure that voter’s lists are complete and correct.

In addition to ensuring complete and correct voter’s lists, it is necessary to compile detailed lists for respective voting booths and to make systematic  preparations to enable constituents to cast their votes properly. As there are so many preparatory processes, it is necessary to take time to implement them step by step. Therefore, it is recommended that the period for declaration of the state of emergency in the entire country be extended for six months as of 1 February, 2025.

Afterward, Deputy Commander- in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win took part in the discussions, saying stability is vital for successfully holding a multi-party democracy general election, which is the ultimate objective of the SAC.

In connection with stability, security is a major factor and situations in Kachin, Kayin, Rakhine and Chin states have been reported. Therefore, it is necessary to continue to take measures for stability and security of the areas. As it is necessary to ensure stability not only in border areas but also in towns, it is important to continue to implement the public security system. As it will take time to continue to restore stability and security, the extension of the state of emergency for six months is recommended.

Then, Union Minister for Defence General Maung Maung Aye said measures are still being taken systematically to hold  a free and fair multi-party democracy general election at present. It is necessary to ensure security and stability in the country more effectively to hold the multi-party general election successfully. Moreover, it is also necessary to carry out the remaining tasks to hold the election. Therefore, the extension of the state of emergency is recommended.

Afterward, Union Minister for Home Affairs Lt-Gen Yar Pyae reported on deaths and injuries of government staff, administrative officials, monks, and students due to violence, seizures arms and ammunition and act of terror of armed insurgents during the period from 1 August,  2024 to 27 January, 2025 and recommended the extension of the state of emergency in the entire country in accordance with the constitution due to abnormal conditions in security, stability, the rule of law and tranquility of wards and villages caused by acts of terror in the country.

Then, Union Minister for Foreign Affairs U Than Swe reported on Myanmar’s diplomatic relations with respective countries in the world, efforts for strengthening of military and civilian ties, development of international relations and military and civilian cooperation during the term of the SAC, recognition of the international community  that Myanmar affairs should be addressed by Myanmar through the Myanmar way, positive points of view and support of countries which have engaged with Myanmar for holding a free and fair multi-party democracy general election in Myanmar and recommended the extension of  the state of emergency, citing the time needed for promotion of cooperation in international relations and holding a free and fair multi-party  democracy general election.

Afterward, Union Minister for Border Affairs Lt-Gen Tun Tun Naung said it can be seen that various achievement were made in respective sectors such as the implementation of the five-point road map of the SAC, the peace process, conducting the population and household census and it is necessary to take time to continue to keep the momentum of such achievements and to hold a free and fair multi-party democracy general election successfully, the last objective of the SAC. Therefore, the extension of the state of emergency in the entire country for six month is recommended.

Then, the Senior General said all members of the National Defence and Security Council unanimously recommended and approved the extension of the state of emergency for six months, due to tasks currently carried out by the country and the political situation declared that the state of emergency in the entire country is extended for another six months as of 1 February, 2025 in accordance with the constitution. Then, the meeting concluded.

The National Defence and Security Council of the Republic of the Union of   Myanmar held meeting No 1/2025 at the Office of the State Administration Council Chairman in Nay Pyi Taw this morning.

Present were Pro Tem President (Duty) Commander-in-Chief of Defence  Services Senior General Min Aung Hlaing, Speaker of the Pyithu Hluttaw U T Khun Myat, Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win, Union Minister for Defence General Maung Maung Aye, Union Minister for Home Affairs Lt-Gen Yar Pyae, Union Minister for Foreign Affairs U Than Swe, Union Minister for Border Affairs Lt-Gen Tun Tun Naung, and specially invited SAC Secretary General Aung Lin Dway and Joint Secretary General Ye Win Oo.

The Pro Tem President (Duty) and Commander-in-Chief of Defence Services explained the accomplishments of SAC during the six-month period and the need to continue its duties.

Situation of national defence and security  

The Senior General said according to the then national situation, SAC adopted the effective five-point roadmap and  nine objectives. As regard the first point of the roadmap “An emphasis will be placed on ensuring peace and stability of the whole Union to enjoy the full rule of law so that a free and fair multi-party democratic general election will be held successfully”, he said certain EAOs and PDF terrorists were launching violent attacks on towns and villages, killing people and destroying and looting their property to destroy peace and stability.

Some EAOs taking the situation as an opportunity were trying to expand their territory. During the six months, 383 innocent people/civil servants were killed by various kinds of terrorism and 516 units of national development infrastructure including health/education buildings and public homes were destroyed. During the reporting period KIA terrorist insurgents in collusion with PDFs attacked China-Myanmar border area, Bhamo region, Indaw area in Upper Sagaing Region in Kachin State, KNU terrorist insurgents in collusion with PDFs attacked Kataiti region, Maepali region, Anangwin region, Kawkareil region in Kayin State, AA terrorist insurgents in collusion with PDFs attacked the areas adjoining Magway Region and Rakhine State, Bago Region and Rakhine State, and Ayeyawady Region and Rakhine State in Rakhine State, and CNF terrorist insurgents in collusion with PDFs attacked Mindat, Kanpetlet and Falam in Chin State.

All those terrorist acts were triggered by instigations made through public emotion by some former MPs, whose act of vote rigging led to the cancellation  of the election results in the 2020 general election. EAOs taking the political dilemma as an opportunity and under the pretext of ethnic cause and political cause launched armed attacks.

There were provocations and support for some EAOs and their extreme ideologies in the areas they were active. Fabrications and propagandas were also distributed in cooperation with internal and external media that are against the interest of the country. Instigations were made in tandem to broaden the scope of terrorism in the whole country. There were threats, coercion and pressures against people and civil servants who had reasonable power. Hence, terrorism grew in the whole country, killing public lives and destroying public property more.

But the situation benefits no one. In fact, they were losses for the country. Countries and persons who are making instigations and providing support as  they favour democracy should reconsider their acts. For example, the armed attacks of KNPP and PDF members on Loikaw in the previous year had destroyed the university building, leading to the closure of the university. Forty-four university buildings were damaged and it cost Ks-9 billion to repair them. With this amount, many new primary schools can be built and farming and regional development activities can be carried out. It is calculated just on the  cost of a single university. If the amounts of the remaining universities, schools, markets and public property are added, the total among would reach kyats in billions. Stupid acts under the political pretext only cause regional losses. Security forces made a lot of sacrifices to wipe out the terrorists.

Persons who can bring progress and stability to a region or draw it backward  by destroying peace and stability are no other persons than the locals and terrorists. People in the entire country are condemning the lawless terrorist acts of armed terrorist insurgents and the Tatmadaw is joining hands with people who are in favour of regional peace and stability to stop them.

As regards security, the SAC is implementing the public security system for individual persons and security members to jointly work with security awareness. Public security and anti-terrorism teams have already been formed. So, people should provide information to systematically carry out security functions for regional peace and stability.

As the State Administration Council is implementing two political visions: to strengthen the genuine, disciplined multi-party democratic system and to build a Union based on democracy and federalism, it is necessary to hold an election without fail.

Hence, preparations are being made with utmost efforts to hold the election. The general election must be able to show off the genuine aspiration of the people. According to the election laws and regulations, there is no prescribed minimum number of votes required for an election to be valid. Only the people have to protect the multi-party democratic system the people aspire to. The election must be systematic, free and fair fully and it must be prestigious.

It is necessary to manage eligible voters must not be left as much as possible. To be able to do so, as it is essential for restoring peace and stability in relevant regions, Tatmadaw and security forces are accelerating security measures. As such, all people have to participate in peace and tranquillity of the regions and smooth process of democratization in order to walk on the path of democracy they all aspire to.

Natural Disaster Sector In September 2024, heavy rains caused by Typhoon Yagi resulted in widespread flooding across 106 townships in eight states and regions of Myanmar. Reports indicate that the affected areas have not experienced such severe flooding in the past 50 years. He stated that he personally visited the disaster affected areas to inspect the damage and  casualties, ensuring that rehabilitation efforts could be carried out without delay. During his visit, he met with those affected, offered words of encouragement, and provided essential food supplies. He further stated that he met with officials and experts from the relevant ministries to discuss the causes of the natural disaster and the requirements for reconstruction.

He also implemented strict measures to ensure that relief and rehabilitation efforts were carried out efficiently and without delay.

In terms of assistance, a total of Ks-447.1 million was allocated  for the families of more than 440 individuals who lost their lives in the disaster. Additionally, over Ks-21.2 billion was provided for housing damages, while more than Ks-38.9 billion was allocated for other forms of support. Furthermore, efforts are underway to compile a list of individuals displaced by armed conflicts, with arrangements being made to provide necessary assistance. According to the Natural Disaster Management Law, losses incurred by the public due to violence and armed insurgency are also classified as natural disasters. Therefore, the state will provide assistance to those who have been displaced by armed conflicts. In addition to the government's vigorous efforts, donors from across the country, as well as local and international organizations, made significant contributions, which enabled rehabilitation and relief efforts to be carried out swiftly and effectively. He stated that he would like to express appreciation for the public's participation and donations.

He also stated that he would like to express his great pride and joy for the country, as the citizens of Myanmar have supported one another to the best of their ability during this time of natural disasters and challenges, demonstrating a strong spirit of unity and patriotism.

Peace Processes

Since assuming its responsibilities as a state, the SAC has been working towards ending armed conflicts in the country and achieving lasting peace, in alignment with the agreements outlined in the 2008 Constitution and the NCA. He stated that he declared 2022 as the Year of Peace and invited leaders of ethnic armed groups to engage in discussions freely, without any preconditions. Since its formation, the National Unity and Peace Coordination Committee has held 114 peace talks with seven NCA signatories and six non-signatories, met 21 times with political parties, and held 10 meetings with other organizations seeking peace.

Based on the discussions, agreements have been made to address certain  issues in the upcoming parliamentary session, and further discussions will continue to be held to reach additional agreements.

On September 26, 2024, he offered to resolve the political issue through political means, citing the loss of human resources, infrastructure, people's lives, and property. He stated that free and fair elections can only be held once armed conflicts in the region come to an end. He also stated that he will continue to implement the processes aimed at ending armed conflicts and achieving peace. He emphasized that a political solution can only be achieved through  discussions at the round table, and that he consistently welcomes and remains open to peace talks.

Strengthening the multiparty democracy system and building the union based on democratic and federal systems  

The Tatmadaw, in its role as the guardian of the state, has paved the way for the country to move forward along the multiparty democratic path that the people desire, and has worked in partnership with elected governments to strengthen the multi-party democratic system.

As the State Administration Council is implementing the multi-party democratic system as desired by the people, it is inevitable that elections must be held. In the process of conducting elections, laws and regulations related to the  registration of political parties have been issued and amended to allow political parties to participate.

According to the enacted laws, 50 parties applied for re-registration, and 18 new parties sought permission to establish, resulting in a total of 68 registered political parties. Meanwhile, 40 political parties did not apply for re-registration, and under Section 25 of the political party registration law, they automatically became defunct. The Union Election Commission, based on the political parties that applied for reregistration and establishment, has allowed 55 political  parties to register, while two political parties had their registration rights revoked according to the law. As a result, there are currently 53 political parties in existence. The belief is that representatives of ethnic groups need to have a greater role in the political arena to discuss the interests of their respective regions and peoples within the framework of the law, which is why these actions are being carried out.

The Union Election Commission has also held a total of 10 meetings with political parties for discussions. During these meetings, issues related to electoral fraud and illegal practices that occurred in the 2020 multi-party democratic general election, as well as the loss of votes due to the previously used methods in earlier elections, were addressed. To prevent such fraudulent practices, besides the First-Past-The-Post (FPTP) system, a simpler and more suitable Closed List-PR (Proportional Representation) system, which is easier  to implement in Myanmar, was discussed for implementation in the future. Furthermore, discussions took place on the necessary preparations for holding elections, including the strength of political parties, the conditions for opening  party offices, and compliance with the relevant laws and regulations concerning political parties.

Agreements were reached on the actions that need to be carried out, as well as on the rights of both domestic and international election observer groups. It  was emphasized that it is crucial for political parties to implement these agreements in a strong and genuine manner.

In the 2020 elections, members of the NLD party involved in electoral fraud created inflated voter lists and manipulated the results not just in a single constituency but nationwide to illegally secure a victory. It was found that those responsible for the fraud in all districts during the 2020 elections were members of the NLD’s Central Executive Committee (CEC).

Since these CEC members were representatives of the NLD party, it is reasonable to assume that they committed the electoral fraud on behalf of the party.

Preparations for the multiparty democratic general election

I have been managing and organizing efforts from all sectors to ensure the successful conduct of the general election. Even during my overseas trips, I made sure to meet with high ranking officials and relevant authorities from other countries to explain the efforts being made to successfully hold the election.

When meeting with diplomats and officials from international organizations visiting Myanmar, I also clarified the preparations for the election. As a result of these clear explanations, the international community fully supported the election we are organizing.

To ensure that all citizens who have the right to vote are able to cast their votes and receive national identity verification cards, we implemented Pan khin project plans 1, 2, and 3, successfully issuing national identity verification cards to a total of 5,980,664 people. Additionally, we are continuing to work to ensure that the remaining citizens receive their identity cards before the election period.

Furthermore, the Union Election Commission has been working to ensure that voters can cast their votes easily and clearly, that election results are accurate, that invalid votes are avoided, that electoral fraud is prevented, and that there is transparency. To achieve this, we have been conducting demonstrations and practical testing related to the Myanmar Electronic Voting Machine.

Situation of the population and household registration list collection

In general, obtaining accurate voter lists is crucial for the successful conduct of elections. Therefore, from October 1 to 15, 2024, the population and household registration list was collected. Due to security and transportation conditions, the collection period was extended in some areas. The process of collecting the registration list brings significant benefits to the country, as the information gathered can be used to implement important national projects that are in the country’s best interests.

According to the preliminary population list from the 2024 population and household registration, the population of Myanmar on the night of September 30, 2024, was 51,316,756 (over 51.3 million). From the collected list, the population was 32,191,407 (over 32.19 million), while the estimated population in areas where the list could not be collected was 19,125,349 (over19.1 million). The registered list indicates that the male population was 15,105,215 (over 15  million) and the female population was 17,086,192 (over 17 million), accounting for 46.9 percent and 53.1 percent, respectively. The current population data will  be systematically compiled into accurate voter lists according to electoral procedures.

It has been observed that the population of our country has slightly decreased compared to 10 years ago. Population changes can occur due to three main factors: birth rates, death rates, and migration. When comparing the size of our country with the current population registration, it can be inferred that the population is relatively small. In order for the country to develop and progress, it is necessary to have an appropriate population size and a suitable annual population growth rate. Therefore, efforts must be continued to increase the birth rate and reduce the death rate through improvements in education and healthcare. Regarding migration, it is essential to ensure the stability and development of the country’s economic and political conditions. To achieve the ideal population size for our country, policies aligned with national needs and priorities will be continuously developed and implemented.

Holding a Multi-Party Democratic General Election

The Union Election Commission is preparing to hold a multiparty democratic general election in line with the 2008 Constitution and election laws, contingent on the security situation in each region. To ensure the election is free, fair, and transparent, international election observers will be invited, and effortswill be made to  maintain accurate voter lists. To promote broad representation of ethnic groups and the general public in the newly formed parliament, the proportional representation (PR) electoral system will be implemented in polling stations and relevant organizations representing ethnic groups.

Voting in elections is the free expression of the will of each citizen. It is the responsibility of the state government to ensure that all those who have the right to vote can vote, and whether or not to vote is a matter of individual choice. We must work to avoid injustices such as threats, coercion, arbitrary incitement and group influence. Therefore, the State Administration Council is making serious efforts to hold a multi-party democratic general election that is complete and in accordance with the law and public opinion, to ensure that all citizens who will vote are free from injustices and to have a dignified and fair  election. The general election needs to be an election that reflects the views of the majority of the people.

In order to quickly achieve a multi-party democracy, there needs to be peace and stability in the community. Therefore, we must continue to work together with the public to achieve the  success of the current public security system.

We have learned from the events we have experienced in Myanmar and other countries around the world that when a country transitions from one system to another, we must approach and adopt a system that is suitable for our country based on its geographical location, national characteristics, culture, and time. Otherwise, if we follow the internationally set standards or pressure from powerful countries, it can further worsen stability. For example, some countries have imposed systems that are incompatible with their countries and have held general elections in a hurry due to pressure, and have not achieved political stability to this day and are struggling amidst various crises. Only the people living in that country know the internal situation of their country best. Currently, our country has also experienced political change due to the 2020 election fraud, and we are making every effort to successfully implement the steps we need to take to return the country to the path of democracy in  accordance with the people's wishes. Only the people of Myanmar will decide the national affairs of Myanmar. We will continue to focus on the reform  processes we are implementing and the political situation based on the internal situation in our country rather than international and other pressures.

The State Administration Council is making efforts to correct the democratic  path that was disrupted by the 2020 election. In doing so, individuals and organizations that did not try to resolve the problems that arose from politics through political means chose to use armed and terrorist means, which is why the country is experiencing terrorist attacks today. Some ethnic armed groups are also working to gain power in their territories rather than following the path of multi-party democracy. Therefore, the government is making efforts to maintain the stability of the security sector of the country, and has made strenuous efforts to develop the economic and social sectors of the country.

Progress has been made but there are still many challenges to successfully holding the general election that we all aim for. In particular, there is a need  for stability and peace to ensure that the general election can be held in a free and fair manner.

To sustain progress on the aforementioned tasks without losing momentum, an extension of the term of duty by six months is requested in accordance with the Constitution.

Then, members of the National Defence and Security Council discussed the report of the Senior General and Speaker of the Pyithu Hluttaw said it was learnt that the Union Election Commission has been placing emphasis on making all-round preparations to hold a free and fair multi-party democracy general election successfully and cooperating with relevant ministries to ensure that voter’s lists are complete and correct.

In addition to ensuring complete and correct voter’s lists, it is necessary to compile detailed lists for respective voting booths and to make systematic  preparations to enable constituents to cast their votes properly. As there are so many preparatory processes, it is necessary to take time to implement them step by step. Therefore, it is recommended that the period for declaration of the state of emergency in the entire country be extended for six months as of 1 February, 2025.

Afterward, Deputy Commander- in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win took part in the discussions, saying stability is vital for successfully holding a multi-party democracy general election, which is the ultimate objective of the SAC.

In connection with stability, security is a major factor and situations in Kachin, Kayin, Rakhine and Chin states have been reported. Therefore, it is necessary to continue to take measures for stability and security of the areas. As it is necessary to ensure stability not only in border areas but also in towns, it is important to continue to implement the public security system. As it will take time to continue to restore stability and security, the extension of the state of emergency for six months is recommended.

Then, Union Minister for Defence General Maung Maung Aye said measures are still being taken systematically to hold  a free and fair multi-party democracy general election at present. It is necessary to ensure security and stability in the country more effectively to hold the multi-party general election successfully. Moreover, it is also necessary to carry out the remaining tasks to hold the election. Therefore, the extension of the state of emergency is recommended.

Afterward, Union Minister for Home Affairs Lt-Gen Yar Pyae reported on deaths and injuries of government staff, administrative officials, monks, and students due to violence, seizures arms and ammunition and act of terror of armed insurgents during the period from 1 August,  2024 to 27 January, 2025 and recommended the extension of the state of emergency in the entire country in accordance with the constitution due to abnormal conditions in security, stability, the rule of law and tranquility of wards and villages caused by acts of terror in the country.

Then, Union Minister for Foreign Affairs U Than Swe reported on Myanmar’s diplomatic relations with respective countries in the world, efforts for strengthening of military and civilian ties, development of international relations and military and civilian cooperation during the term of the SAC, recognition of the international community  that Myanmar affairs should be addressed by Myanmar through the Myanmar way, positive points of view and support of countries which have engaged with Myanmar for holding a free and fair multi-party democracy general election in Myanmar and recommended the extension of  the state of emergency, citing the time needed for promotion of cooperation in international relations and holding a free and fair multi-party  democracy general election.

Afterward, Union Minister for Border Affairs Lt-Gen Tun Tun Naung said it can be seen that various achievement were made in respective sectors such as the implementation of the five-point road map of the SAC, the peace process, conducting the population and household census and it is necessary to take time to continue to keep the momentum of such achievements and to hold a free and fair multi-party democracy general election successfully, the last objective of the SAC. Therefore, the extension of the state of emergency in the entire country for six month is recommended.

Then, the Senior General said all members of the National Defence and Security Council unanimously recommended and approved the extension of the state of emergency for six months, due to tasks currently carried out by the country and the political situation declared that the state of emergency in the entire country is extended for another six months as of 1 February, 2025 in accordance with the constitution. Then, the meeting concluded.

Senior General Min Aung Hlaing unveiled that a plan is underway to allocate necessary support from the National Natural Disaster Management Fund to internally displaced people due to terrorist attacks.
Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing said so at the meeting of the Union government at the SAC Chairman Office in Nay Pyi Taw yesterday morning.
In his speech, the Senior General highlighted that politics is not economics, but economics is indeed intertwined with politics and state affairs, adding that only when the economy is strong will political, economic, social, and defence sectors become robust. Therefore, everyone must collaborate to strengthen the State economy.
He gave guidance the government will accelerate economic growth by providing capital loans from the National Economic Promotion Fund to potential MSME businesses.
He stated that efforts are being made to produce quality processed products from industrial raw materials such as cotton, bamboo, rubber, and coffee in the MSME sector.
He noted that the rice and beans, especially Pawsan rice, have already gained market access, so it is necessary to work towards exporting rice and beans of even better quality than what is currently available.
Regarding rubber, he highlighted that if efforts are made to produce a large number of tyres and tubes used in bicycles and motorcycles – which do not require advanced technology or significant investment – it can greatly contribute to the country’s economic development.

The Senior General underscored that as efforts are being made to ensure stability, peace, and the rule of law as part of the preparation for the upcoming election, emphasis must be placed on the creation of a situation to hold the election.
He continued that Pyithu Hluttaw, Amyotha Hluttaw and region and state Hluttaws must be capable of convening relevant Hluttaw meeting sessions, and it is necessary to ensure that these Hluttaws must be dignified.
Significantly, the Senior General approved that it has been planned to provide necessary support from the National Disaster Management Fund for people temporarily displaced due to terrorist attacks.
In the education sector, the Senior General stressed that in connection with the current distance education system, officials need to systematically oversee that students genuinely acquire knowledge and skills.
He added that the students who are learning the essential knowledge and skills required for the country must also be supported with stipends. Furthermore, he unveiled that plans are underway to establish more agricultural and veterinary universities.
Regarding healthcare, he spotted that although a policy has been adopted for every hospital to have doctors, it has been found that some hospitals lack doctors. Therefore, it is necessary to review and address this issue according to the respective regions and
report the findings.
In the electric power sector, the Senior General confirmed that the government will provide support for the financial requirements needed for electricity generation businesses utilizing solar energy.
The Nay Pyi Taw Council chairman, region and state chief ministers reported on plans to grow monsoon paddy and oil crops, expansion of sown acreage, production and export measures, basic and higher education sectors, more coverage of healthcare, operation of industrial zones, foreign trade and earning of foreign currency, taxation, enhancement of tourism sector, electrification process, and disbursement of loans from the State economic promotion fund.

Kayinni State, which was included as a state under the Constitution 1947, was officially rechristened Kayah State through public consensus under the Constitutional Amendment Act in 1951. This change became effective on 15 January 1952.

The date of this renaming was designated as "Kayah State Day."

Kayah State is a region of stunning natural beauty, featuring mountains, forests, water bodies, and an abundance of natural resources both above- and underground. It is also enriched with a vibrant cultural heritage. The temperate climate, coupled with the warmth, friendliness, and honesty of the local ethnic communities, are among the state’s most charming attributes. Furthermore, the collaborative efforts of the local ethnic populations for the benefit of the state have enabled it to develop and establish a strong foundation. Building on this foundation, it is crucial for the ethnic communities within Kayah State to work together with the national government to achieve lasting peace, stability, and sustainable development. This collective effort is essential to ensure that future generations can continue to enjoy the fruits of durable peace.

Our country has been a sovereign nation with its own unique culture, literature, and language for many centuries, where all ethnic brethren lived together harmoniously and unitedly in various regions of the country through thick and thin.

However, this unified and strong nation was unjustly invaded by the British colonialists through three aggressive wars starting in 1824, subjecting the country to servitude under their rule.

Subsequently, the territorial expansions were governed by laws that were distinct for each mountainous area, and for over a hundred years, colonialists administered with a clear intention of division. In ruling the country, they also carried out actions that further emphasized the differences and distinctions.

On 4 January 1948, after regaining independence, it was observed that the influence of political parties and their power struggles intensified. On 28 March 1948, the Communist Party of Burma, instead of resolving political differences through peaceful means, chose the armed struggle line as a strategy.

 This marked the beginning of armed conflicts across the country, preventing the nation from experiencing the full benefits of independence. Similarly, due to the territorial disputes and the division of power, some ethnic groups also pursued armed struggle lines through various ideologies, which led to the country remaining in a state of instability and unrest, a situation that persists to present day.

Myanmar has experienced armed conflicts alongside its independence, and it has been over 76 years since these conflicts began. It is important to examine the reasons behind these ongoing armed struggles. Understanding the historical context allows us to recognize the shortcomings of past periods and will contribute to a better future. Political differences were not addressed through political means but rather through the armed struggle line, leading to internal armed conflicts. We must be aware that the lack of stability and peace continues to persist.

The current instability and terror acts occurring within the country are the result of individuals claiming to be promoting democracy, but instead, they have resorted to electoral fraud to unlawfully seize state power. Rather than resolving issues through lawful democratic methods, they have chosen armed terrorism approaches.

Some foreign countries, which claim to be defending democracy, are also supporting and encouraging armed terror attacks that are directly or indirectly against the democratic system.

It should be noted carefully that these actions aim to manipulate their countries to establish control and delay the people's desire for a multi-party democratic system, ultimately supporting dictatorship disguised as democracy.

The government must continue to implement a genuine and disciplined multi-party democratic system, which reflects the will of the people. In order to implement this, necessary preparations are being made to hold free and fair general elections that allow for true representation of the people's will.

 It is emphasized that these elections will be conducted impartially and equitably.

The government is committed to working solely for the benefit of the nation and the ethnic people, striving to ensure the stability, peace, and prosperity of the country, and to provide sufficient resources for the people.

In the current situation, we will witness the harmful effects of foreign countries' interference, the actions of certain organizations that prioritize their own interests over the nation's and people's welfare, and false information that undermines the country's stability. Due to the persuasion and terror acts committed by terrorist organizations such as the NUG, CRPH, and PDF, there will be misunderstandings and a disintegration of unity among the public in some regions, leading to ongoing unrest.

Recently, towns and villages, including Loikaw in Kayah State were damaged due to terror attacks by KNDF groups and PDF terrorists.

Armed terrorists living within the state have destroyed their own region.

For the development and peaceful stability of any region, it is essential that the people living there contribute.

The responsibility to protect the development and stability of the region lies with the local population, and they must prevent actions that would undermine the region’s peace and stability.

 The participation of ethnic communities in terror attacks reflects a lack of national unity, immature political thinking, and betrayal of their own region and people.

Therefore, it is requested that all citizens work together to curb the terror actions of local armed groups that are undermining regional stability, peace, and the security of the local people.

These groups have taken refuge in homes in towns and villages, using civilians as shields and carrying out attacks with impunity.

If the public remains vigilant and cautious, efforts to dismantle these armed groups can be carried out more swiftly and effectively.

The key requirement for the development and progress of the nation and the establishment of a democratic State is the complete education and correct thinking of all the people.

The people must manage and protect the interests of the nation and public with knowledge.

The government must work to ensure that the people are well-educated, and that young people with abundant human resources emerge.

The education sector is being enhanced to support this goal, and I encourage ethnic people to actively participate. Efforts should be made to reopen closed schools, assist students who are unable to attend school due to various reasons to return to school, and ensure that every child of school age is able to attend school. Only then can young people be fully empowered and contribute to the well-being of the region, the nation, and the people.

Esteemed ethnic national brethren in Kayah State,

For a state to emerge as more peaceful, prosperous, and developed, the spirit and strength of all the national brethren living within the state are crucial.

Just as the strength of a nation comes from within the nation itself, the strength of a state also derives from the combined power of all its national brethren.

For the long-term stability and sustainability of the Union, with the duty of three key responsibilities at the forefront, may we protect and safeguard the nation and its people with the spirit of ethnic solidarity, unity, and the Union spirit among the ethnic people.

Esteemed ethnic national brethren in Kayah State,

Today, 15 January 2025, is Kayah State Day, filled with auspiciousness for the national brethren and the Kayah ethnic people in Kayah State.

On this significant occasion, which coincides with the New Year festivities, I extend my heartfelt wishes for good health, peace of mind, and prosperity to all Kayah ethnic people and all citizens of the Union.

Kayinni State, which was included as a state under the Constitution 1947, was officially rechristened Kayah State through public consensus under the Constitutional Amendment Act in 1951. This change became effective on 15 January 1952.

The date of this renaming was designated as "Kayah State Day."

Kayah State is a region of stunning natural beauty, featuring mountains, forests, water bodies, and an abundance of natural resources both above- and underground. It is also enriched with a vibrant cultural heritage. The temperate climate, coupled with the warmth, friendliness, and honesty of the local ethnic communities, are among the state’s most charming attributes. Furthermore, the collaborative efforts of the local ethnic populations for the benefit of the state have enabled it to develop and establish a strong foundation. Building on this foundation, it is crucial for the ethnic communities within Kayah State to work together with the national government to achieve lasting peace, stability, and sustainable development. This collective effort is essential to ensure that future generations can continue to enjoy the fruits of durable peace.

Our country has been a sovereign nation with its own unique culture, literature, and language for many centuries, where all ethnic brethren lived together harmoniously and unitedly in various regions of the country through thick and thin.

However, this unified and strong nation was unjustly invaded by the British colonialists through three aggressive wars starting in 1824, subjecting the country to servitude under their rule.

Subsequently, the territorial expansions were governed by laws that were distinct for each mountainous area, and for over a hundred years, colonialists administered with a clear intention of division. In ruling the country, they also carried out actions that further emphasized the differences and distinctions.

On 4 January 1948, after regaining independence, it was observed that the influence of political parties and their power struggles intensified. On 28 March 1948, the Communist Party of Burma, instead of resolving political differences through peaceful means, chose the armed struggle line as a strategy.

 This marked the beginning of armed conflicts across the country, preventing the nation from experiencing the full benefits of independence. Similarly, due to the territorial disputes and the division of power, some ethnic groups also pursued armed struggle lines through various ideologies, which led to the country remaining in a state of instability and unrest, a situation that persists to present day.

Myanmar has experienced armed conflicts alongside its independence, and it has been over 76 years since these conflicts began. It is important to examine the reasons behind these ongoing armed struggles. Understanding the historical context allows us to recognize the shortcomings of past periods and will contribute to a better future. Political differences were not addressed through political means but rather through the armed struggle line, leading to internal armed conflicts. We must be aware that the lack of stability and peace continues to persist.

The current instability and terror acts occurring within the country are the result of individuals claiming to be promoting democracy, but instead, they have resorted to electoral fraud to unlawfully seize state power. Rather than resolving issues through lawful democratic methods, they have chosen armed terrorism approaches.

Some foreign countries, which claim to be defending democracy, are also supporting and encouraging armed terror attacks that are directly or indirectly against the democratic system.

It should be noted carefully that these actions aim to manipulate their countries to establish control and delay the people's desire for a multi-party democratic system, ultimately supporting dictatorship disguised as democracy.

The government must continue to implement a genuine and disciplined multi-party democratic system, which reflects the will of the people. In order to implement this, necessary preparations are being made to hold free and fair general elections that allow for true representation of the people's will.

 It is emphasized that these elections will be conducted impartially and equitably.

The government is committed to working solely for the benefit of the nation and the ethnic people, striving to ensure the stability, peace, and prosperity of the country, and to provide sufficient resources for the people.

The government will continue to collaborate with the ethnic people to achieve these goals.

Efforts underway to generate electricity from LNG power plants

EFFORTS are being made to allocate available electricity efficiently and smoothly to users by categorizing it into groups based on time usage in the supply of electricity, said Admiral Tin Aung San.

Chairman of the Electric Power and Energy Development Commission State Administration Council Member Deputy Prime Minister and Union Minister at the Prime Minister Office Admiral Tin Aung San delivered a speech at the Electric Power and Energy Development Commission’s meeting 1/2025 at the SAC Office in Nay Pyi Taw yesterday afternoon.
Speaking on the occasion, the Admiral said that electricity and energy are crucial infrastructures for improving the daily lives of the people and attracting increased domestic and foreign direct investment (FDI).
In the electricity sector, he continued, Myanmar primarily relies on hydropower and natural gas to generate electricity. It is also necessary to expand the use of renewable energy sources beyond current levels.
He noted that as the country immediately needs electricity, efforts are being made to generate electricity from power plants using liquefied natural gas (LNG).
The Deputy Prime Minister highlighted that the destruction of national grids and substations by acts of sabotage prevent power plants from generating and supplying electricity, causing a decline in natural gas production, maintenance of natural gas pipelines, and the impacts of natural disasters like flooding have led to significant challenges in fully operating power plants and generating electricity. He disclosed that efforts are being made to allocate available electricity efficiently and smoothly to users by categorizing it into groups based on time usage in the supply of electricity.
In the implementation of development projects, he added that human resources, technology, and investment are crucial factors. Therefore, it is necessary to invite both domestic and foreign investments and technologies, while creating frameworks that can attract and protect investors.
As such, it is important to review and evaluate relevant laws, policies, and procedures. He urged relevant Union ministers and experts to recommend the generation of electricity from the most appropriate location for building low embankments among four prioritized venues out of 16 in the Ayeyawady Region.
He stressed that all meeting participants have to discuss the potential for the construction of new buildings to generate electricity from solar energy to be fed to the national grid with more steps to release laws and notifications.
All attendees were urged to discuss the energy sector to implement upgrades for onshore and offshore oil fields, enhance existing fields, and improve processes for oil refining operations. Vice-Chairman 1 Union Minister for Electric Power U Nyan Tun and Vice-Chairman 2 Union Minister for Energy U Ko Ko Lwin reported on measures being taken to generate electric power and energy, risks in the work process and plans.
Members of the commission Union ministers also discussed the participation of relevant ministries in the development of electric power and energy sectors.

Through our steadfast efforts, we are now witnessing significant achievements in working towards our goals. This has been possible thanks to our people’s active and cooperative support. While the journey ahead may bring challenges, difficulties, and obstacles, I firmly believe that we can overcome them through the united strength and collective efforts of all of us.

Those who wish ill upon our citizens have targeted various as pects of urban and rural security and economic sectors throughout 2024, aiming to disrupt and destroy them. These actions stem from ignorant individuals whose deeds harm their communities and regions. They exploit noble values such as ethnicity, equality, and democracy, using them as a pretext for terror acts that ultimately degrade their people and areas. We must work together to prevent and put a stop to such actions.

We successfully enumerated the population and housing census in 2024. Moreover, we successfully hosted the Fifth National Sports Festival, laying a strong foundation for elevating the country’s sports standards. We have also made significant progress in the nation’s development to a certain extent. These achievements were made possible due to the dedicated efforts of those who have been working selflessly and courageously for peace and stability of the State, defence, non-disintegration of the Union, the rule of law, and strengthening of democracy. I would like to express my deep respect and honour to the heroic Tatmadaw members, Myanmar Police Force members, people’s militia, war veterans, civil servants and all citizens who sacrificed their lives and limbs. These acts will remain as part of our historical records and serve as a testament to the enduring patriotism and unity of our people. In our country, armed conflict remains a challenge. My aim is solely to resolve these conflicts for the benefit of the nation and the people, fostering a stable and peaceful environment. This must be achieved through political means that the people desire, including dialogue and negotiation. These approaches can establish peace and stability, while also improving economic and social conditions. However, while the leaders of armed groups often claim to pursue democracy under various pretexts, in reality, they are driven by self-interest and continue to perpetrate armed conflicts. Similarly, some ethnic leaders, though speaking of federal rights and ethnic rights, turn a blind eye to the essence of democracy and work towards the disintegration of the Union. It is important to carefully balance what is desirable and feasible and to act per democratic principles for the benefit of the Union. The inability to resolve armed conflicts in our country is partly due to the differing paths taken with various common objectives. To address these issues, we all need to move forward resolutely along the path to democracy through firm spirit. I would also like to urge our people to encourage armed groups to join the democratic path.

In this world, for a nation or a people to survive and thrive, it is essential to possess the ability to defend themselves and to contin uously enhance their capabilities. If we cannot sustain our lives and our stability through our efforts, it could lead to a weakened sovereignty of the nation and potentially result in subjugation by others. To remain steadfast as an independent nation and to avoid becoming subordinate to others, all citizens of the country must unite in solidarity. In times when the nation faces threats, Tatmadaw, which bears the pri mary responsibility for national defence, and the people must work together firmly. With pat riotism, unity, and unwavering courage, we must protect the nation with determination and strive for its long-term stability and development.

As for me, I am striving to successfully organize a free and fair election, which is the ultimate goal of the State Administration Council. Efforts are also being made to bring the nation back onto the correct democratic path. Therefore, I urge our citizens to unite and actively participate in ensuring the success of the election based on the patriotism and national spirit demonstrated in 2024. Let us all work together so that 2025 becomes a year of victory for the people, reaching the democratic goal all citizens aspire to, and make this a testament to our collective efforts.

On behalf of the State Administration Council Chairman, State Administration Council Secretary General Aung Lin Dwe, accompanied by officials from the Ministry of Foreign Affairs, arrived at the Embassy of India’s Liaison Office, situated at the Park Royal Hotel, Dekkhinathiri Township, Nay Pyi Taw, at noon yesterday to sign the book of condolence for the passing of Dr Manmohan Singh, former Prime Minister of the Republic of India, who passed away on 26 December 2024.

On behalf of the State Administration Council Chairman, State Administration Council Secretary General Aung Lin Dwe, accompanied by officials from the Ministry of Foreign Affairs, arrived at the Embassy of India’s Liaison Office, situated at the Park Royal Hotel, Dekkhinathiri Township, Nay Pyi Taw, at noon yesterday to sign the book of condolence for the passing of Dr Manmohan Singh, former Prime Minister of the Republic of India, who passed away on 26 December 2024. First Secretary and Head of the Indian Liaison Office Ms Ritu Yadav, and officials welcomed the Secretary of the State Administration Council.

Following this, the Secretary of the State Administration Council met Ms Ritu Yadav, First Secretary, Head of the Indian Liaison Office and officials of the Indian Embassy in a cordial meeting. He also conveyed a message of condolence and sympathy from the Chairman of the State Administration Council for the recent passing of the former Prime Minister of the Republic of India and signed the book of condolence.

Dr Manmohan Singh served as the Prime Minister of the Republic of India from 2004 to 2014 and paid a goodwill visit to Myanmar in 2012.

First Secretary and Head of the Indian Liaison Office Ms Ritu Yadav, and officials welcomed the Secretary of the State Administration Council.

Following this, the Secretary of the State Administration Council met Ms Ritu Yadav, First Secretary, Head of the Indian Liaison Office and officials of the Indian Embassy in a cordial meeting. He also conveyed a message of condolence and sympathy from the Chairman of the State Administration Council for the recent passing of the former Prime Minister of the Republic of India and signed the book of condolence.

Dr Manmohan Singh served as the Prime Minister of the Republic of India from 2004 to 2014 and paid a goodwill visit to Myanmar in 2012.

SENIOR General Min Aung Hlaing pointed out that only when productivity rises and supply and demand are in balance will authorities be able to manage commodity prices. Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing yesterday afternoon said so at the Union government meeting at the meeting hall of the Office of the SAC Chairman in Nay Pyi Taw.
Speaking on the occasion, the Senior General underscored that producers and business owners are urged to sell these basic commodities at reasonable and fair profit margins. He said that the industries which cannot bring profit for the State may be halted through reviews and State-owned industries must be cost-effective.
He emphasized that only when productivity rises and supply and demand are in balance will authorities be able to manage commodity prices. The Senior General added that by selling larger quantities with smaller profit margins, they can help alleviate the financial burden on the public and contribute to their welfare measures.
The Senior General underlined that it is also important to maintain a balance between national income and expenditure. To achieve this, production must be increased without fail to enable greater exports. He highlighted that employment opportunities should be created, and incentives should be provided to boost manufacturing industries to further increase production.
With regard to the employment opportunities, the Senior General stressed that deserved jobs, salaries and wages must be created for the people. Regions and states have to create employment opportunities to develop these regions, he added. He highlighted that if new projects are beneficial for the country, the government will allow them but the projects must be implemented on schedule.
But, these projects must be completed during the tenure of the government. He went on to say that everybody must participate in
initiatives to ensure food security. If all regions and states have food security, there is no reason to raise commodity prices.
The Senior General stressed the operation of bamboo and bamboo-based industries, rubber industries and expanded sown acreage of onion to export surplus to foreign markets. In the education sector, the Senior General disclosed that teachers must be qualified in teaching skills as they are early teachers of students from primary and middle schools. The government has a plan to establish more polytechnic universities in regions and states.
He instructed that all regions and states have to create green zone areas for the greening of the environment. Relevant administrators need to supervise growing trees along both sides of roads and conserve them.
Officials need to supervise road areas and railway areas strictly. Union ministers, the Nay Pyi Taw Council Chairman and chief ministers of regions and states reported on education, health, agriculture and production measures, and respective sectors.
