According to Section 413(b) of the constitution, the council transferred the executive and judiciary power to the Commanders of the respective Commands to exercise Martial Law under Martial Law No.1.2025. Depending on the changing situation in the region, the commanders shall exercise Martial Law by himself or shall transfer the power to the regional military commanders.

Likewise, under Martial Law Order 2/2025, local administrative bodies at different levels under the Martial Law area shall carry out the tasks concerned with them under the command of the Commander of respective Commands.
