Since the assumption of the State’s responsibilities, the State Administration Council has envisioned the path forward for the nation by setting visions, road maps and objectives. Through our steadfast efforts, we are now witnessing significant achievements in working towards our goals. This has been possible thanks to our people’s active and cooperative support. While the journey ahead may bring challenges, difficulties, and obstacles, I firmly believe that we can overcome them through the united strength and collective efforts of all of us.

Those who wish ill upon our citizens have targeted various as pects of urban and rural security and economic sectors throughout 2024, aiming to disrupt and destroy them. These actions stem from ignorant individuals whose deeds harm their communities and regions. They exploit noble values such as ethnicity, equality, and democracy, using them as a pretext for terror acts that ultimately degrade their people and areas. We must work together to prevent and put a stop to such actions.

We successfully enumerated the population and housing census in 2024. Moreover, we successfully hosted the Fifth National Sports Festival, laying a strong foundation for elevating the country’s sports standards. We have also made significant progress in the nation’s development to a certain extent. These achievements were made possible due to the dedicated efforts of those who have been working selflessly and courageously for peace and stability of the State, defence, non-disintegration of the Union, the rule of law, and strengthening of democracy. I would like to express my deep respect and honour to the heroic Tatmadaw members, Myanmar Police Force members, people’s militia, war veterans, civil servants and all citizens who sacrificed their lives and limbs. These acts will remain as part of our historical records and serve as a testament to the enduring patriotism and unity of our people. In our country, armed conflict remains a challenge. My aim is solely to resolve these conflicts for the benefit of the nation and the people, fostering a stable and peaceful environment. This must be achieved through political means that the people desire, including dialogue and negotiation. These approaches can establish peace and stability, while also improving economic and social conditions. However, while the leaders of armed groups often claim to pursue democracy under various pretexts, in reality, they are driven by self-interest and continue to perpetrate armed conflicts. Similarly, some ethnic leaders, though speaking of federal rights and ethnic rights, turn a blind eye to the essence of democracy and work towards the disintegration of the Union. It is important to carefully balance what is desirable and feasible and to act per democratic principles for the benefit of the Union. The inability to resolve armed conflicts in our country is partly due to the differing paths taken with various common objectives. To address these issues, we all need to move forward resolutely along the path to democracy through firm spirit. I would also like to urge our people to encourage armed groups to join the democratic path.

In this world, for a nation or a people to survive and thrive, it is essential to possess the ability to defend themselves and to contin uously enhance their capabilities. If we cannot sustain our lives and our stability through our efforts, it could lead to a weakened sovereignty of the nation and potentially result in subjugation by others. To remain steadfast as an independent nation and to avoid becoming subordinate to others, all citizens of the country must unite in solidarity. In times when the nation faces threats, Tatmadaw, which bears the pri mary responsibility for national defence, and the people must work together firmly. With pat riotism, unity, and unwavering courage, we must protect the nation with determination and strive for its long-term stability and development.

As for me, I am striving to successfully organize a free and fair election, which is the ultimate goal of the State Administration Council. Efforts are also being made to bring the nation back onto the correct democratic path. Therefore, I urge our citizens to unite and actively participate in ensuring the success of the election based on the patriotism and national spirit demonstrated in 2024. Let us all work together so that 2025 becomes a year of victory for the people, reaching the democratic goal all citizens aspire to, and make this a testament to our collective efforts.

On behalf of the State Administration Council Chairman, State Administration Council Secretary General Aung Lin Dwe, accompanied by officials from the Ministry of Foreign Affairs, arrived at the Embassy of India’s Liaison Office, situated at the Park Royal Hotel, Dekkhinathiri Township, Nay Pyi Taw, at noon yesterday to sign the book of condolence for the passing of Dr Manmohan Singh, former Prime Minister of the Republic of India, who passed away on 26 December 2024.

On behalf of the State Administration Council Chairman, State Administration Council Secretary General Aung Lin Dwe, accompanied by officials from the Ministry of Foreign Affairs, arrived at the Embassy of India’s Liaison Office, situated at the Park Royal Hotel, Dekkhinathiri Township, Nay Pyi Taw, at noon yesterday to sign the book of condolence for the passing of Dr Manmohan Singh, former Prime Minister of the Republic of India, who passed away on 26 December 2024. First Secretary and Head of the Indian Liaison Office Ms Ritu Yadav, and officials welcomed the Secretary of the State Administration Council.

Following this, the Secretary of the State Administration Council met Ms Ritu Yadav, First Secretary, Head of the Indian Liaison Office and officials of the Indian Embassy in a cordial meeting. He also conveyed a message of condolence and sympathy from the Chairman of the State Administration Council for the recent passing of the former Prime Minister of the Republic of India and signed the book of condolence.

Dr Manmohan Singh served as the Prime Minister of the Republic of India from 2004 to 2014 and paid a goodwill visit to Myanmar in 2012.

Denmark to strengthen Greenland’s defence following Trump’s remarks

DENMARK has announced plans to enhance Greenland’s defence capabilities after US President-elect Donald Trump reiterated his controversial desire for the US to purchase the Arctic territory, Euronews reported on Wednesday.
In response to Trump’s comments, the Danish government revealed a significant defence investment plan aimed at bolstering Greenland’s security.

Meanwhile, Greenland’s Prime Minister, Mute Egede, swiftly rejected the notion, asserting that “Greenland belongs to the people of Greenland” and emphasizing that the country “is not for sale and will never be for sale,” Euronews reported.

Putin and Fico discuss Ukraine, bilateral ties, and gas in Moscow

SLOVAK Prime Minister Robert Fico said that he had discussed with Russian President Vladimir Putin the situation in Ukraine and the possibilities for resolving the conflict, as well as relations between Russia and Slovakia.
“In a long conversation, Vladimir Putin and I exchanged views on the military situation in Ukraine and the possibilities for a early peaceful end to the war and on relations between Slovakia and Russia, which I intend to standardize,” Fico said on Facebook.

The bill, which was finally approved in a 210-63 vote with 14 abstentions, calls for an investigation into the embattled president, former Defence Minister Kim Yong-hyun, Army Chief of Staff Park An-su, who had been named to lead the martial law command, and other officials involved in imposing martial law on 3 December.
Lawmakers of the ruling People Power Party also cast their vote. Earlier, the party decided not to choose whether to vote for or reject the bill. The list of those subject to the independent counsel investigation also includes Prime Minister Han Duck-soo, Counterintelligence Commander Yeo In-hyung and Choo Kyung-ho, former floor leader of the ruling People Power Party.
Unlike a regular special counsel probe, the president cannot exercise the right to veto a bill over a permanent special counsel. The president, however, can delay the appointment of the counsel. Russia-North Korea strategic agreement enters into force

DEPUTY Foreign Minister of the DPRK, Kim Jong Gyu, and Deputy Foreign Minister of the Russian Federation, Andrey Rudenko, signed the protocol on the exchange of ratification instruments.
The treaty takes effect from 4 December 2024, when the ratification instruments were exchanged according to Article 22 of the treaty, the Korean Central News Agency (KCNA) reported.

DEPUTY Foreign Minister of the DPRK, Kim Jong Gyu, and Deputy Foreign Minister of the Russian Federation, Andrey Rudenko, signed the protocol on the exchange of ratification instruments.
The treaty takes effect from 4 December 2024, when the ratification instruments were exchanged according to Article 22 of the treaty, the Korean Central News Agency (KCNA) reported.
“The strong DPRK-Russia relations, based on the treaty on comprehensive strategic partnership, will be a powerful security mechanism that promotes the well-being of the peoples of the two countries, eases the regional situation, guarantees international strategic stability, and will serve as a strong driving force accelerating the establishment of an independent and just multipolar world order without domination, subjugation, and hegemony,” KCNA said.

DEPUTY Foreign Minister of the DPRK, Kim Jong Gyu, and Deputy Foreign Minister of the Russian Federation, Andrey Rudenko, signed the protocol on the exchange of ratification instruments.
The treaty takes effect from 4 December 2024, when the ratification instruments were exchanged according to Article 22 of the treaty, the Korean Central News Agency (KCNA) reported.
“The strong DPRK-Russia relations, based on the treaty on comprehensive strategic partnership, will be a powerful security mechanism that promotes the well-being of the peoples of the two countries, eases the regional situation, guarantees international strategic stability, and will serve as a strong driving force accelerating the establishment of an independent and just multipolar world order without domination, subjugation, and hegemony,” KCNA said.

SENIOR General Min Aung Hlaing pointed out that only when productivity rises and supply and demand are in balance will authorities be able to manage commodity prices. Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing yesterday afternoon said so at the Union government meeting at the meeting hall of the Office of the SAC Chairman in Nay Pyi Taw.
Speaking on the occasion, the Senior General underscored that producers and business owners are urged to sell these basic commodities at reasonable and fair profit margins. He said that the industries which cannot bring profit for the State may be halted through reviews and State-owned industries must be cost-effective.
He emphasized that only when productivity rises and supply and demand are in balance will authorities be able to manage commodity prices. The Senior General added that by selling larger quantities with smaller profit margins, they can help alleviate the financial burden on the public and contribute to their welfare measures.
The Senior General underlined that it is also important to maintain a balance between national income and expenditure. To achieve this, production must be increased without fail to enable greater exports. He highlighted that employment opportunities should be created, and incentives should be provided to boost manufacturing industries to further increase production.
With regard to the employment opportunities, the Senior General stressed that deserved jobs, salaries and wages must be created for the people. Regions and states have to create employment opportunities to develop these regions, he added. He highlighted that if new projects are beneficial for the country, the government will allow them but the projects must be implemented on schedule.
But, these projects must be completed during the tenure of the government. He went on to say that everybody must participate in
initiatives to ensure food security. If all regions and states have food security, there is no reason to raise commodity prices.
The Senior General stressed the operation of bamboo and bamboo-based industries, rubber industries and expanded sown acreage of onion to export surplus to foreign markets. In the education sector, the Senior General disclosed that teachers must be qualified in teaching skills as they are early teachers of students from primary and middle schools. The government has a plan to establish more polytechnic universities in regions and states.
He instructed that all regions and states have to create green zone areas for the greening of the environment. Relevant administrators need to supervise growing trees along both sides of roads and conserve them.
Officials need to supervise road areas and railway areas strictly. Union ministers, the Nay Pyi Taw Council Chairman and chief ministers of regions and states reported on education, health, agriculture and production measures, and respective sectors.

At the meetings, he explained the progress of Myanmar, the undertakings of the country, bilateral cooperation with the relevant countries, and the support of friendly countries to Myanmar in the international landscape. 

It was noted that Premier Mr Li Qiang of the People’s Re­public of China held a specific meeting with the Myanmar Prime Minister among other prime ministers bound for the GMS summit. At the meeting, the Senior General explained the progress of Myanmar wide­ly. At the meeting, important discussions of the Chinese Pre­mier were: China always sup­ports the endeavours of the My­anmar government in internal peace processes. China actively supports the implementation of the Five-Point Roadmap of the State Administration Council as well as encourages more efforts of Myanmar to initiate political stability of the country and po­litical reform process. China reaffirmed the sovereignty of Myanmar and its territorial integrity. China encourages the Myanmar government to manage China-Myanmar bor­der trade posts. China wishes harmonized development of Myanmar through cooperation. These talks are the clear stand­ing of China for Myanmar’s sov­ereignty and the endeavours of the Myanmar government. 

At the meeting, the Chinese Premier pledged to provide nec­essary aid for the election and enumeration of population and household census process. 

The Senior General re­counted that he held meetings with Politburo member of the Communist Party of China Sec­retary of Chongqing Municipal Party Committee Mr Yuan Ji­ajun and Central Committee member of CPC Secretary of Yunnan Provincial Party Com­mittee Mr Wang Ning. They also pledged to cooperate with My­anmar for development, peace and stability fully. These meet­ings brought positive results. It can be seen that their talks specifically emphasized Myan­mar affairs. 

At the separate meetings with Prime Ministers from four Southeast Asian countries at­tending the GMS summit, the Senior General continued to explain serving the State re­sponsibilities by the State Ad­ministration Council under the Constitution (2008) due to voting frauds in the 2020 mul­tiparty democratic general election, preparations to hold a free and fair multiparty dem­ocratic general election and plans to invite international observation teams to analyze the election as a transparent election. Those Prime Ministers held discussions supporting the Myanmar. The trip to China was successful as the Senior Gener­al could discuss the promotion of China-Myanmar economic cooperation and sending more scholarship students to China to ensure the development of human resources. 

The Senior General pledged that State responsibil­ities will be handed over under the democratic standards to the winning party in the free and fair multiparty democratic general election in accordance with the 2008 Constitution. 

He emphasized that the government is striving for se­curity measures. All measures are being taken in accord with the NCA as much as possible. The government, EAOs and political parties have agreed to continue their discussions at the Hluttaw. 

He noted that political parties are allowed to register under the law. Larger number of representatives of national races need to join the political platform in order to demand needs of regions and their na­tional races under the law. 

The Senior General stressed that a PR system is being initiated for state and regional, and Amyotha Hlut­taws for wider participation of national races and all strata of people in the Hluttaw. 

He underscored that those who committed voting fraud not only in relevant constituencies but in the whole region in the 2020 election. Bago Region saw the worst voting fraud in the election. As those unscrupulous persons committed voting fraud in the entire region or state, the voting fraud in the election worsened unprecedently. 

He pointed out that those who were responsible for the voting fraud were CEC mem­bers from the NLD party. They represented the party. As they committed voting fraud in groups, it is necessary to pre­vent the occurrence of such incidents. 

The Senior General ex­plained that those who create conflicts are the people from the relevant region and the country. In the same way, they also in­itiate the development, peace and stability of their own region. Hence, council members have to join hands with residents in lessening terror acts of armed groups from relevant regions to ensure peace and stability for the region and its residents. 

With regard to disasters, the Senior General highlight­ed that destructive acts of hu­mans caused tremandous loss and damage to roads, bridges, schools and buildings. Terror­ists without rationality naughtly destroy buildings, roads and bridges essential for the devel­opment of the State. As these losses and damage are being repaired and reconstructed, development undertakings of the State cannot be carried out.

The Senior General elab­orated on committing terror acts based on external insti­gations, lesser knowledge and techniques, and lack of critical thinking. It can be seen that terror acts and evil acts occur in the region where people have the least knowledge. Hence, the government is encouraging the education sector in order to shape a developed, peaceful and stable nation in the future. Only when individuals have a school education will they have critical thinking. 

The Senior General noted that it is necessary to strive to meet the target cultivation, en­hancing double crop cultivation and expanding sown acreage in order to develop the agriculture sector. 

He stressed the need to en­courage the operation of textile, electronic products, steel and iron industries to meet the do­mestic demands. 

Council members report­ed on the desire of IDPs from Loikaw to resettle in peaceful and stable Loikaw, clarification on the implementation of the Roadmap of the State to resi­dents on trips of council mem­bers, needs to seek the solution for EAOs to renounce armed terrorism in order to reach the peace track and rehabilitation of the people in the disaster-hit regions. 

The meeting was also attended by SAC Vice-Chair­man Deputy Prime Minister Vice-Senior General Soe Win, Secretary General Aung Lin Dwe, Joint Secretary General Ye Win Oo and council members and officials. — MNA/TTA
